Who needs to spend $22 million on a commission to study homegrown terrorism? Only Congress, of course -- no matter that the FBI, the Department of Homeland Security, think tanks, universities, journalists and independent scholars have studied it to death.

When the National Security Agency assigned Bill Semenick to be its liaison to the Homeland Security Department three years ago, he found he didn’t have a parking space, a desk or a secure computer link back to his Ft. Meade, Md., headquarters.

JEFF STEIN is an investigative reporter of long standing, specializing in U.S. intelligence, defense and foreign policy. In Sept. 2002, he launched CQ/Homeland Security. An Army Intelligence case officer in Vietnam, he later became CQ's National Security Editor and originated the SpyTalk column and blog.
