Sending mixed signals over US policy regarding China-Taiwan relations as the article alludes to is something that we should not take lightly. The One China Policy is well based and has amassed strong support from almost every country in the world. To attempt to undermine this policy with even the slightest support for Taiwan Independence is a danger to peace in the region that will likely have repercussions worldwide. The names of the DOD neocons mentioned in the article jump right off the page for those who have read Bob Woodward's exposures in State of Denial as they preempted the War in Iraq. Fortunately, those neocons have been circumcised and hopefully replaced with a more well-balanced crop of bureaucrats. The CIA overseas and FBI at home have always been very sensitive to the issue of Taiwan Independence with a strong collection effort against those who support it.

Well, Porter, I think you put your finger right on it. But I have to add that the more I've learned about this, the less sure I am about who was doing what when re Taiwan. Some former officials in a position to know have insisted to me that there was no foot-tapping between Rumsfeld's office and the independence forces. Others equally in a position to know insist there was. I think the answer is that Rummy played his cards very close to his vest, and very well could have both voiced his disapproval of the movement while other DoD neocons were encouraging it.
